We need a Law that obliges the sterilization of stray animals

In the cities and the countryside there are abandoned animals in large numbers, especially in rural areas. These stray animals reproduce, so there is overcrowding and more young animals live a miserable life.
Overpopulation of cats, in particular, can degrade the flora and fauna of the area. As a proposed solution in these cases, the authorities choose mass euthanasia or indifference. We need a more effective solution, which is to sterilize stray animals to avoid overcrowding, disease and inbreeding.
A Law of this type could completely change the living conditions of stray animals and have a real solution.
