Because it is out of the rational to fine whoever eats stray dogs. Because that's like killing them, that's murder. There are other methods and ways to solve the problem of stray dogs, such as sterilization.
Would it be normal to fine someone who gives food to people in street situations? Would it be normal to kill them? Of course, street animals can not talk and fundamentally do not vote, that's why politicians do not care what they do with them, but not us, and we do vote.
Do not fine the people who feed the stray dogs, let's have decency!
