In Mexico, no ruler commits to feed, care for and protect animals. So it would be feasible to use a small percentage of the tax collection to improve the kennels throughout the country and enable them as shelters.
We can not leave all the work to the rescuers who have to use their own resources and request support among them to be able to feed, vaccinate and sterilize the animals. Sometimes they just cover the essentials for both.
