We see animals exposed to cruel practices such as poisonings, run over, torture and mutilations on a daily basis due to the lack of understanding of people that abandoned animals are victims of human insensitivity and the lack of attention to their necessary living conditions.
Based on this, the NGO animal protection associations Anjos d’Ajuda, Gatinho Zen, Caraíva Animal Protection and Focinho Trancoso request the implementation of:
(1) A popular care area for castration and first aid for animals in Arraial d'Ajuda, which also serves Trancoso and Caraíva. The place must be managed by the government and all servers must be trained and qualified to treat all animals in vulnerable situations;
(2) A permanent zoonosis control program, through the surgical castration (sterilization) of dogs and cats abandoned on the public thoroughfare and those belonging to the needy population, in the form of art. 1, of federal law No. 13,426, of March 30, 2017;
(3) recollection, shelter and immediate treatment of sick and / or abandoned dogs and cats on public roads and / or poor population, as prescribed by the Traffic Code and Ordinance No. 1,138 / 2014 of the Ministry of Health ;
(4) promote campaigns for responsible adoption and educate on ethical notions about the responsible ownership of pets;
(5) creation and maintenance of a direct channel with NGOs and Animal Protection Associations in the region - in addition to the channel of attention to the population -, since these groups work in support of the City Council.
Currently there are in the streets of Arraial d'Ajuda, Trancoso and Caraíva about 2,000 dogs and 3,200 abandoned cats or with guardians ready to castrate.
It is estimated that, in 5 years, this figure could reach millions of dogs and cats abandoned on the streets of our region. This situation is impractical and totally inconceivable, since it has very significant impacts on health, the quality of life of the population, leisure, tourism and all the activities that derive from it. The only way out is to sterilize as many animals as possible, either for free or at popular public prices.
Another important issue is that there is no service center in Arraial d'Ajuda, Trancoso or Caraíva. To be cared for in Porto Seguro, the protectors need to queue many times for hours, cross the ferry with a cart full of loose animals and take risks.
Also, when we look for work in Porto Seguro, sometimes the vet is in other emergencies and cannot meet all the demands. We often see Guardians crying over the death of their pets that could have been prevented if we had closer service. We recognize the important work that the Porto Seguro team has done, but unfortunately the number of castrations is insufficient for a real control of the population.
The intended objectives can only be achieved through the interaction of government action from various departments and with the community. In addition to the need for permanent programs aimed at controlling the population, it is necessary to implement measures to curb abuse through educational actions aimed at changing values and attitudes, sensitizing the population about harmonious coexistence with animals.
