University for All

Before starting university it would NOT be free of charge, however ANYONE could do it without paying. You could do it normally, but when you start working, if you get more than the minimum wage, a certain amount will be deducted depending on the course you attended (this amount can't be more than 100€ except if you earn much more than the minimum wage, so that when you are deducted, you will always have the national minimum wage in your account (net)).

There are some rules here the person can only do 2 courses ex: computer science and engineering

The reason?

Many people tend to give up the course they wanted (and we don't want to have people spending like 10 years because they gave up the course twice, that's not the idea).

You can do a third one if you start working.

This would make poorer people ascend easily.

For this to be done more easily the person if they didn't need so much money could pay up front.

This is why I give this idea) and that people in other countries to have a better life take out bank loans to pay for university and if they don't do it they accumulate debt and take their lives. 

2 this procedure would NOT prevent university students from owning or renting their own homes (more for home ownership).

The banks would not have access to this information, i.e. that you are at university without paying.

2.1 The university should have a chair of freelancing, this for those who want to do their own thing to be autonomous (ex: translator, developer, doctor, etc).

3 Ensure that people who pay for their university and don't use this means don't suffer any kind of discrimination.

Note: people who don't want or don't have the capacity (cognitive or mental) to do university would do nobler jobs like gardener, garbage collector, construction worker and more.

And yes jobs without the need for university would be filled as not everyone could go to university(it was posted) and due to too many people going to a certain type of course the person may not have been able to excel in their field.
