Because every day dogs and cats appear lost or abandoned? This does not happen by chance, no animal runs away from home.
One of the reasons that people lose their animals is because they are not careful when they take them out for a walk with a leash so they do not get lost. So the guilt of having lost animals is indeed the owner´s and should be forced by Law that when they buy or adopt a pet, he has to put a chip to them, which is not expensive, and thus end the lost animals.
The Government should enact a Law to force all pet owners that put them an identification chip.
I ask all who love animals to sign and participate.
