Otters are harmless, gentle, peaceful animals, and like all they deserve to live and not fear being hunted, and should never be described as "regulated (annual) harvest" stated as such by the PENNSYLVANIA GAME COMMISSION.
Otters are not a crop, they are living, breathing, feeling and loving animals.
