Solving the problem of street animals

We need a possible solution to be proposed for the number of stray dogs and cats suffering from abuse. Neighbors and rescuers can't keep up, we don't have the time or money, or space to deal with this problem. There are more and more of them, there is no education on how to treat a domestic animal. It should be mandatory to have them neutered to prevent overpopulation. And prohibiting the sale of pets could help solve this extensive problem.
