Save animals from being abused and murdered. Force the Police and Animal Control to take a report, serve justice

On Monday, the 15th of February I was in the Isla Vista Market, when one of the owners and 2 or 3 of the cashiers pointed out a Blonde Pug Puppy, about 3 months old loose in the Big Park. (Anisq'Oyo' Park) a man with black hair, student age, in a blue tee shirt chasing the puppy who was off leash running wild. The store workers told me it had ran across the street narrowly missing being hit by a car, ran into the store, ran back out again and back into the park by the pond, between the pond and the main path through the park.   

As I have a well trained service dog, I crossed the street and let my dog loose and told her to round up the pug puppy, and she did, by the fence. At this time, the man, who was half buff, half fat and had a mean look on his face had hooked the pug puppy dog back on it's bright blue leash, picked the dog up by it's blue halter, and choked it. The people in the store across the street and myself were able to watch him choke the puppy.The pup didn't make a sound. He then slammed the puppy against the fence at the pond twice very hard, so hard the dog, who had been choked didn't make a sound. By then I was there, securing my dog and I told this man "If you keep abusing your dog like that, it will never come to you." He was holding it tightly in his arms, so I couldn't tell if it was still conscious or not and He just gave me a very evil look, and stomped off toward the food coop, never saying a word to me, to the puppy, nor sitting the pug down to see if it could walk. I couldn't tell if the dog was still conscious or not. It was reported to the police, who didn't take a report, the Parks dept who are actively looking for the man and the puppy, all over town, for days and the Humane society who didn't seem too interested in getting into their truck and searching for the obviously very injured dog.  They did say to call them if I see the Asian man and the puppy. 

So I am writing to the News asking them to please print an article or this opinion so many more dog lovers can look for the puppy and the man who horribly injured it, and possibly murdered it 2 feet from my eyes.  Is this man your neighbor? Is he your boyfriend? He obviously had no concern for the harm and possibly death caused to this puppy in the middle of Monday in the park. Were you a witness? We have four witnesses already.   Dog abuse is a serious crime in this county and everyone should recall what another man did to a puppy named Davey who died from it's injuries and whose abuser spent a year in prison and then was supposedly sent back to China.

Please help us locate this man and this puppy. Call animal control if you see them or find a dead pug puppy in the garbage. A man like this will beat and kill his own children and possibly girl friend a wife. It is unacceptable. Please help us find him and remove the puppy from him if it was seriously injured by this monster.

Please let us know if Duanying Chen is running free again in this area torturing puppies again. The offender looked exactly like him and could have been his twin.
