Revise the parking restrictions affecting disabled people

Unfortunately, the City of York council are actively discriminating against disabled residents. During the past two years of lock downs, cafes and similar establishments have been allowed to have tables and chairs out on the pavement and road areas adjacent to their premises. This has proved to be a very successful venture, for the traders. Sadly, it has had a seriously detrimental effect on the disabled residents and visitors to the City. Roads that we could park on before the changes, we can no longer even drive down.
We used to be able to park in several areas in different parts of the City, North, South, East and West, all depending upon the part of the City we need to visit.
York has a borough population according to the 2011 Census of 198.051 with the City population being 153.717.
In 2011, there were 1 in 5 people registered as being disabled in one way or another in the City of York. Those with mobility issues have been hit badly. People who need walking aids (crutches and wheelchairs) are by far the worst affected. The distance from the new parking areas is much further away from the main shopping areas, markets and banks.
The City of York relies quite heavily on the tourist trade, I wonder if in the promotional brochures it will say, that disabled parking is restricted?
We have fought tooth and nail with protests and petitions to get our parking areas reinstated but without success.
