It is unconstitutional because treaties that have a constitutional hierarchy are being violated, it is like violating the Constitution itself.
The formula for updating, from what I have read, implies a decline in the current retirement. What has been done wrong before does not imply that this is right. I think the retirees are a little tired, they are a bit calm, to the extent that a part of what is a human right is being cut.
