Rescue and neutering of abused and stray dogs

Because we have an overpopulation of stray dogs, sometimes badly mistreated. Every day we find litters of 6 or more newborn puppies dumped like garbage!
I think castration is essential, both female and male, for a while. When that overpopulation is controlled I think it is not necessary. The issue is to warns that they are going to sterilize in a particular day in a particular place, free of charge or very cheap, but that system is not working.
First we require a place to send the stray animals, or the animals that are mistreated (set on fire, raped, often by their owners). In that place they should build a room for the work of the veterinarian, because our country has formed free veterinarians would not be fair, correct and commendable to do so for free?
My request is for the President Tabare Vazquez and the Mayor of Montevideo Daniel Martinez, to build at least one shelter where they can send the strays and abused animals to castrate, feed and give them up for responsible adoption.
