Release it from this cage

Since August a poor dog is locked in a cage. My daughter was walking with her cat and Hugo felt something on the ground floor of a building, it was a dog that was hidden under a blanket (imagine it was hot, so I asked my daughter to throw that blanket that covered ). I contacted the Municipal Police and they told us that they were going to during the night, I sent emails and messages from different animal protection associations and they told me that this was their sector. Nowadays this dog only comes out for a while at night, from 9:30, because my daughter does not see it when she takes her dog out, but it is locked up in this cage all day without moving, and she is not a dog small, and without drinking water.

We are on September 4 and nothing has been done for this poor beast. When I returned from the USA. on August 13 I called the police who told me that they were working to rescue him, but to this day he is still there in his cage on the ground floor, under a balcony whose blinds are always closed.
