Because then they complain that the cities are not clean because many do not collect the poop of their furry ones, but how are they going to do it if the City Councils do not put bags to keep the cities clean. Many people cannot buy the bags to pick them up. Before, the City Councils put bags in the bins for it, but in Parla and Madrid they no longer do it and it is embarrassing that they then fine you for it, if the fault lies with the City Councils for not providing the bags.
