Punish those who abandon animals

If you choose to have a pet they already know that it is a great responsibility. And if they think that they no longer have the capacity to care for them, look for a better house for them, or even a kennel nearby, but do not abandon them, that is an act of cruelty.
A pet has feelings and will not easily get used to living with other people, so do not do it, think first before acquiring or adopting a pet, they have feelings. Find a new family for them, events can happen that they can not have, but never abandon them.
The act of abandoning animals must be punished by the Law in my country, and it is what I ask the Government with this petition, think of animals, think of how many lives are mistreated because people are selfish and insensitive. Let's be more animals, they do not abandon us, do not do that to them.
