Because they are living beings who need medical attention sometimes, like every living being. And more than 100 inhabitants per municipality have animals under their care. It would give more employment and more general awareness of treating every living being with respect. Animals would live better than any living thing that deserves sanitary help when it is needed.
Public veterinary hospitals such as Social Security for humans would make a better general awareness, respecting life of all beings.
