According to the first article of Law No. 24.645 of 1934 it is affirmed that all animals are protected by the State and therefore are the responsibility of the public power. In this sense, it is important that the governors carry out and support tactics to reduce the suffering of animals that are in a street situation. Among these possible proposals is to invest in campaigns and castration projects. This is because such a measure helps in the control of the birth of dogs and cats.

Without castration, animals continue to procreate and a "snowball" is created. Only one pair of dogs can generate, in a year, approximately 12 puppies. This same couple and their descendants can end up giving origin, in 10 years, around 80 million animals.

To prevent this from happening, governments, protectors, civil society and veterinarians must unite to castrate the animals in street situations. Currently, castration is law in Brazil. In accordance with the first article of Law Nº 13.426, of March 30, 2017.

The benefits of this surgical procedure are focused on the birth control of the animals. It also helps to reduce the number of dropouts and reduce the risk of diseases in animals such as cancer.

Another important point to help combat the abandonment of animals is the creation of conscious adoption campaigns. Dogs and cats are living beings that need not only food and water, but also a series of needs. The tutor needs to have time, availability, love and patience to raise pets throughout the life of the pet.

Many people adopt puppies and after the animals grow up, they end up abandoning them in the street. As if it were not enough, there are still owners who spend years with a hairy and in the old age of the animal, discards it. It is necessary to take into account your own lifestyle, to know if there is the possibility of having an animal and offer a decent life until the last moments.

Governments and protectors can work together in this insight, influencing people to adopt with the heart. This measure, for example, was one of those adopted by the Dutch government. Holland was known in 2017 as the first country in the world to eradicate animals in street situations. All without the need to opt for cruel methods.

Among the strategies used by the Dutch, are: the creation of rigid laws for those who abandon animals and the collection of fines in these same cases; and the collection of high taxes for those who buy animals of race.
