Provide the animals with straw or other means to avoid cold in winter in the cold kennels

The Town Hall of the Community of Madrid, as well as the Town Councils of that community, should comply with and enforce the Animal Protection Act of the Company 4/2016 of July 22, to all the Shelters and Protectors of the Community.

Thanks to this law, all dogs and cats, also abandoned and lost, have the right to have at least straw in winter to withstand the cold of the kennels with concrete floor and metal grille doors.

Likewise, they should have exercise and socialization activities, through walks and others.

It is requested so that it is required and provided if necessary with subsidies, from the Town Halls, compliance with the law, and the animals have every winter some means to avoid the cold, as well as periodic walks and the possibility of socializing and enjoying of open spaces.
