Provide a placer for abandoned dogs where the State help them

It is important because dogs, cats and other animals are living beings and say much of a country without rules or Laws to respect their lives. The culture of a country is also demonstrated by the treatment of all animals living in it.
I see so many dogs and cats abandoned by irresponsible people that it is necessary to put a strong hand on the Laws that benefit all animals. But they do not reach with Laws when there are animals in the street passing hardships, because they need solutions. That is why I ask that the Government build or donate a premises for abandoned animals, maintained by the State. Many animal lovers could help with the care of animals.
Please, we need everyone so that the animals leave the street and have a life without needs and surrounded by love.
