Protect stray animals by building doghouses

We want them to protect the animals by building doghouses in places like cycle paths or other places, suitable for puppies in street situations. Let them advice and see which would be the most convenient. I have seen some plastic doghouses made from recycled plastic drums, which are placed in parks, where they can be protected from rain, cold and sun.
We also want to totally ban the blood drive traction throughout the city and if possible throughout the province. If it matters to the councilors to represent us, this is also of interest to a large group of people who love animals.
