Because there is a law for the protection of animals, but innocent animals need human rights to ensure their rights. The ears of animals, especially those of dogs, are more sensitive than those of humans and cause pain. As an example of countless cities in this and other states, that prohibition already exists, mainly because of the stupid, fast and unnecessary expense paid by the municipal coffers with money from the taxpayers.
