Prohibit in the city and surroundings the use of carriages with horses

They are carts built by gypsies, mostly Romanians, without any security, which carry loaded butt and there are two or three people above. The horses are in poor physical condition, which this people hit with sticks when climbing the slopes, because they are slow, mistreating these animals, and with the consequent danger also for the cars that circulate to their side.
It is not proper for a city to consent to this, which is not even seen in the towns, so I ask the City of Gijón to do something to prohibit these horse-drawn carriages.
