Prohibit bringing loose dogs in all of Spain

I want it to be prohibited to take the dogs loose in the cities, to avoid accidents and losses of the puppies. I also want it to be prohibited to wear neck straps and to be forced to wear a harness and in the same laminated the owner's telephone number in case it was necessary.
