Persons denounced for animal mistreatment, should not be allowed to have animals under their charge

Because it would not be right for a person already accused of animal abuse to continue to have animals under their care. It would be incorrect and inappropriate for the life of the animal. As it is tried to treat properly any animal if its owner is a being already denounced by murder or mistreatment of nonhuman beings, which already indicates the negative attitude towards resolution with humans also.
People who murder or mistreat animals do so knowingly, knowing the harm and pain that they produce to the animals, these people are sick, and therefore we can not allow them to have animals under their care again.
This Act should be promulgated with urgency, and the Seprona should be the entity in charge of the control of all the people condemned by animal mistreatment so that they do not have any animal in its charge.
Let's stop animal abuse.
