Mandatory sterilization and responsibility with our pets

Why sterilization for dogs and cats must be mandatory? Not only would it benefit the animals if not the owners themselves and the population in general since this is the only feasible way I see to end the overpopulation of stray animals.

It is necessary that they oblige people to take responsibility for the pets they have, since most street animals had or have owners who abandoned them or have them on the street, and therefore, mass reproduction is inevitable. It is also necessary to enforce the Laws against the sale of animals, so that more animals in the world? To suffer mistreatment and indifference of people?

It is necessary that the Laws are applied with severity against the people who abandoned or do not attend their animals, that a census of each of them be checked to confirm that they are sterilized. Of course the animal mistreatment and the unjustified gain of these living beings ends, no longer more pain for those defenseless beings.

I do not think the solution is to sacrifice them if there will always be unconscious people who will not stop throwing animals in the streets. It is time that the human being is aware that he can not walk away, leaving the problem that he caused by not sterilizing his pet. Otherwise, and even if they slaughter thousands of stray animals, this situation will never end and unnecessary expenses will continue to be generated, which can be stopped with the single, MANDATORY STERILIZATION.
