Instead of sacrificing innocent dogs and cats for being abandoned, we can use them as therapy, for every prisoner in jail, it can be a way to sensitize and hold people who are disoriented, lonely, and sad in any prison from the country.
It would be a way to kill two birds with one stone, there would be no stray dogs, because they would be helping the community like dog therapists, teaching what true unconditional love and loyalty are to all human beings who are in prisons, so every prisoner will have to care for and educate his new friend as part of his rehabilitation.
