Let have a clean city without health risks

There is a need to control who to at dawn leave scattered contaminants as waste rotten food, paper, plastic and other things than stir once the containers are empty, and then turn them into "baths", knowing that there no police control and the absolute absence of inspectors which salaries we paid to inspect the cleanliness of the city; and the tax that is not obviously paid to the taxpayer.

In the long run this situation is not only disgusting and away tourism but bring diseases contaminating animals and people who are not immunized.
