Laws against Animal Abuse, the Government must begins to do something about it please, this cannot continue like this

For me it is too important to be able to change the Law to protect animals. They should be respected as people are respected. We cannot continue allowing such abuse and neglect. Every time I go out to the street I see many abandoned animals that suffer hunger, cold, thirst, mistreatment of people who want to throw them out of their streets, and this is worse every time.
I want to encourage a modification of the Animal Protection Law that has not been updated for many years and is not enforced, since Justice and the Police are generally unaware of it.
In my country nobody is arrested for mistreating or murdering an animal, and that we must change it, that is why I wrote this petition, to ask you for help so that the Congress of the Nation promulgates Laws that defend the animals.
