Because it is an abuse, and it is not the solution to the suffering of street dogs, it is only to raise money that will not go to their aid. We oblige owners to put an identifying chip on our dogs, when there are thousands on the streets. That chip is also expensive for those who have more than one animal.
We first need policies to reduce the number of stray animals, a Law against animal abuse that is serious and that punishes hard people who mistreat and abandon animals, also prohibiting the sale of pets. Mass sterilization campaigns for stray and pet dogs, totally free and to be carried out all over the country. They also build shelters for stray animals where they can be vaccinated, fed and given for adoption.
Once we can do this, I’m sure none of us will have a hard time putting chips on our dogs.
