The treatment that is given to defenseless beings such as children, the elderly and animals is the radiography that best reflects the values ​​of a society. The case of abandonment of animals, especially that of dogs, is a social problem caused by irresponsible people. It is a social problem, that unfortunately being such an important part of the environment, or in the new subject of Civic Education that are starting in schools with our children and young people is the subject.

When the only way to end this scourge is by educating and sensitizing, but still being an important part of the environment, the issue of "abandoned dogs" has no dividends, neither political nor economic, it is not like the case of water and tree plantations that, being an environmental issue, have both dividends. The issue of abandonment and animal abuse is a cross-cutting issue of values, if this issue were to be worked on, it would really be forging the best foundations of a society's values ​​by teaching a child and a young person the treatment and respect for a being that is defenseless, which is different from the one in terms of form, but which has feelings and emotions equal or very similar to the human being.

With a solid formation of values ​​from the origins we would not need a Law against discrimination, since this training would also strengthen our empathy and acceptance towards our peers.
