Addressed to: Government of Spain
Animal abuse is a scourge that persists in Spain, with more than worrying figures.
It is estimated that every year around 60,000 animals are abused in Spain in popular festivals and that some 200,000 dogs and cats are abandoned by their owners, placing our country at the head of the European Union.
Violence towards animals in the family increases the chances of other forms of violence occurring, as well as that minors present before such acts may be at risk of physical abuse or sexual abuse. Likewise, a high percentage of abused women are slow to make the decision to abandon their abuser for fear of reprisals against their animals.
Acts of abuse of animals by minors are related to bullying and with a high probability of violent behavior against humans when they are adults. So animal abuse and interpersonal violence is an undeniable link.
The offense of animal mistreatment is a common offense, commissible by anyone, (it is not necessary that the author be the owner or possessor of the animal), material result (death or injury that causes in the animal a serious impairment to health), In which the commission by omission is admitted: as a serious lack of attention and care, malnutrition, and absolute lack of health and hygiene.
