I request the construction of a shelter for abandoned dogs in Mallorca

In Mallorca there are several kennels such as, for example, Son Reus, whose main task is to collect abandoned dogs from the street. There these dogs are fed and taken care of with sanitary treatments, all this under a roof where they can sleep until the wait of a future owner.
This is pretty good, but my proposal is, what if we build a shelter? A leisure center for those abandoned dogs where they can relate more to people and live better among them, a place where they do not have to be locked up day and night waiting for a possible owner.
The difference of a kennel to my proposal is that the animal would not be sacrificed with euthanasia due to old age or why nobody wants it, we are nobody to decide about the life or death of said animal. In the shelter people can come and enjoy them as well as the people's dogs, and they can take them for a walk around a park or throw a ball. In this place the dog will have the freedom it does not have in a kennel.
