In a city like Barcelona should be some free veterinary clinic. There are many people who, for changes in their lives, cannot afford to take their dog or cat to be vaccinated. We also have to take into account the free sterilizations that also help to reduce the number of stray animals.
From personal experience I know what is not having the required money to take care of some diseases, as well as annual vaccinations.
