High fines to owners who abandon their pets, or pay with jail

Because they stop throwing them into the street, exposing them to hunger, cold, mistreatment and death. I ask for the punishment of jail with several years and high fines that could be destined to the animals shelters. This way there will be fewer animals in the street.
We need to make them have their pets in good health, well fed and with veterinary attention, and also follow up on possible cases of abuse. Enough of so much evil with these defenseless animals that only give us love, fidelity and trust in us humans.
