Animals have souls and love unconditionally unlike human beings. There aren't enough severe punishment against animals around the world. If there were, we would probably see less abuse and torture and neglect of animals. The fines should also be very high so that the abusers actually will think twice before causing unnecessary evil acts on/to animals.
