Give us all the kennels to turn them into shelters for animals, instead of slaughterhouses

For me it is very important because there are thousands of animals on the street and with these kennels delivered, it would be seen as preparing them for shelters and there to protect them, so they would not have to grab them to kill them if they were not captured to protect them.

Please, that all the kennels become shelters and not simple animal depots. The kennels that have already been converted into shelters can be sustained with the fines and infractions charged to the abusers, since there are quite a few.
