Modifications proposed following Law 5657 for its updating, will no longer be called Prohibited Games but Animal Protection. Modifications to this law are extremely short, which makes it fairer for the rights of animals and satisfaction for the majority of citizens who witness abuse and cruelty as an intolerable reality. LAW No. 5657

ANIMAL PROTECTION LAW

Parodies of bullfights are prohibited; pigeon shooting; cock fights; Rat-picking, targeting of animals, ill-treatment or cruelty, abandonment of animals, slaughter of animals with cruelty or cruelty, or irresponsible tenure.

Article 1 - Resources or tournaments, parodies of bullfights, whatever their form or denomination, pigeon shooting, cockfights, "rat pick" and any other, are prohibited in all the territory of the Republic. game, entertainment, attitude, possession or activity on public roads as in private property that may constitute a cause of mortification for man or animals.

Article 2.- The entrepreneurs, promoters or owners of premises of the shows, private or public activities, irresponsible possession, animal mistreatment, experimentation, or slaughter with sevicia referred to in the previous article will incur a fine of 100 to 500Urs .

Article 3 - The provision of the preceding article is without prejudice to the obligation of the police authority to immediately cease any action or show prohibited by law and any act of cruelty or mistreatment of any animal species, considering the animal from this law a "subject of guardianship". Sanitary rifle against animals and reimplantation of kennels are prohibited.

Article 4º- The prosecution and punishment of the crime or infraction that this law refers to, corresponds to Criminal Judge of the respective sections, who will proceed to sanction or the requisition of the abused animal, delivering it to the Institutions in defense of animals, or to individuals that adopt to the requisitioned animal, always under the supervision of the NGOs, sanctioning the aggressor according to the degree of mistreatment with the planned fine in Urs or equivalent jail and summarily with appeal before the Correctional Court Judge in Montevideo and before the Departmental Judges in inside.

Article 5.- Police and Municipal Animal Protection Guards will be created throughout the national territory, communicating to the NGOs for their requisition.

Article 6 - The proceeds of the fines referred to in Article 2 are intended for the transfer, maintenance and assistance of animals requisitioned in custody of the O.N.Gs. or activists and the Police and Municipal Guard of Animal Protection for its control.

Article 7 - Primary and Secondary Education throughout the country, will have as monthly matter: responsible holding of animals and education regarding the ethical treatment of animals, thus promoting the decline of violence in the country.

Article 8.- A registry of holders of dogs and cats will be made throughout the country whose registration will be mandatory. The castration of dogs and cats, males and females becomes mandatory, except justified exceptions. Kennels are banned, allocating resources for animal protection NGOs. Every holder of an animal will be responsible for it before the law.

Article 9 .- The Plan of substitution of equines by motorbikes (Basta de TaS) for the classifiers will be implemented, delivering the equine to the Association Animalista Free Delegation Uruguay with the support of Animal Help, for adoption as retirees.

Article 10.- The Zoo XXI project will be implemented to remove animals from zoos, gradually allocating them to national and international reserves and applying interactive virtual reality in each zoo. It will be didactic and tend to promote respect for all animal life.
