Because it seems to me that a city clean of excrement and dirt is beneficial to all. And clean of piss in any door, business, car wheels, pee anywhere when their their masters take them.
We need the City of Mieres to put a plot or space in a park where the animals make their needs and run quiet without dirtying the city.
