Exorbitant costs for castrations

Hello, I want to make a petition for free castrations or the Government help people who do not have a stable economic situation or simply can not afford the exorbitant prices of up to € 400 for a bitch and almost € 200 for a male that they charge for perform castrations according to communities.

There are people who almost do not reach the end of the month with a couple of dogs, and the price of their castrations is equivalent to the payment of the mortgage or the food of five members of a family. Or is that the poor have no right to have animals for the simple fact of not being able to pay exorbitant prices. Then they throw their hands to their heads when they find bags with drowned puppies or bitches left to their own faith, because they simply do not know what to do with the abandoned puppies.

When I adopted a dog from a kennel, as was my case, the dog was castrated and chipped and only pay € 50, and up to € 200 it cost me to castrate one they gave me whole, but they forced me to castrate by law. I ask the Government helps for people who do not want to keep their pets without ruining or end up leaving their beloved pet for lack of budget, because there are people who can afford it but in my case it would be the letter of my house and half a month of food if I had a whole bitch.

Aids for vulnerable people who want their pets or is it that the poor do not have the right to have animals?
