In Cuba, the Animal Welfare Law was recently approved, but to enforce this Law, a police force is needed since irresponsible adoption is very frequent, with the abandonment of pets in the street, which become infested with scabies, ticks and suffer from hunger and thirst. These stray animals are living beings that suffer from their driving. This is valid with all animals. Horses take a lot of abuse too.
We must enforce the Laws, it is not enough to approve them if later they are not respected or enforced.
