Because there are Laws that protect animals but no one complies with them and they are not obliged to comply, either by the police or justice that does not imprison people responsible for ill-treatment and murder of animals.
Animals are abandoned, abused, cruelly treated, chained, starved or thirsty or sick and not sanctioned for those causes, no one is imprisoned, and therefore, everyone knows that they have carte blanche to do whatever they want that will never suffer the consequences.
We want tougher penalties, but we also want to respect those that exist and that are enforced. We want the police to receive reports of animal abuse and act to find the culprits for justice sent to jail.
