In my city, Osvaldo Cruz, São Paulo, there is an association for the protection of abandoned animals, but the City is reluctant to donate an area to shelter them.
The dogs are taken to a confinement and cowardly slaughtered. All stray dogs that are captured end up being killed by the City Council, and that we must avoid, and the only way is to have a place where the animal protector can shelter them and take care of them.
It is essential the action of an association or NGO to force the decision.
