By law, the President of the Republic of Colombia Juan Manuel Santos must be required to create municipal shelters so that all abused horses have a dignified place to shelter after the seizure process. Where they are provided with basic necessities such as water, food and medicines, which must be canceled by the owner of the animal or subsidized with the payment of fines.
The Municipal Refuge, or Municipal Corral should be a place of passage for the animals, reason why a protection center and animal welfare should be constructed to rehabilitate them, but not to sacrifice them.
