Because animals are living beings that, like us, have needs, and one of them is also to live in a dignified way and not in deplorable conditions like many of the animals that consider pets and are not provided with what is necessary.
If rules or Laws are made for animal protection, it is necessary that they be applied to those who break them and they really be punished. It is useless to have Laws when they are not enforced, it is as if we have nothing, and meanwhile the animals remain unprotected.
