Correct the vulnerability criteria for SISBEN

The government considers that people alone are less vulnerable than people who have family.
Assume that people who have family should support their family, however, people with disabilities are usually supported by their family members. The government has not considered that these people can be abandoned by their families, and could be in a high degree of vulnerability, especially if they are mentally or physically disabled.
It is difficult for them to keep a job, and living conditions are much more precarious because nobody helps them and the government denies SISBEN for the same, because they do not consider the disabled person living alone vulnerable. That is unfair and must change.
The person who does not have who supports her needs more support from the Government than the one who has a family that helps her.
