Compel pet owners (mainly dogs) to educate them

This petition is very important because there are many dead and mistreated dogs because the owners have them locked up, without eating, without leaving, without water, abandoned and logically the dogs bark (which is the main problem) indiscriminately to attract attention but as they are alone there is no one to educate them, and the people who live around or next to one or some of them want to silence them in some way and the soulless people kill them. Being that they are not to blame, the culprits are the owners.
Since they adopt or buy should know the commitment they acquire, do not walk on two feet but are living beings that need attention and love and that people around do not have to endure the constant barking of an animal that is alone.
My request is to force the owner of a dog (mainly) to be educated, that when it comes out pick your poop. Educate the owners to care for their animals in the right way.
