Change the Civil and Criminal Code of Spain

It is important that the Code changes and that all politicians and not corrupt politicians who have squandered everyone's money pay their penalties, but not in jail, but returning everything stolen and collaborating with the improvement of society. I wonder why they have not changed it already in Congress, because there are too many corrupt people among deputies and senators.
