Because animals are living beings, that are mistreated, abandoned, beaten and killed, that have toothaches, stomachaches, that are hungry, cold, hot, and that need urgent protection and attention to avoid overpopulation.
We human beings can really unite so that there is no overpopulation, and in this way improve the care of the animals, enforcing the Laws.
