A place where they can walk freely is needed, because here they are prohibited everywhere, stray dogs or with owners, that somehow this is an abuse and we owe it to Mayor Horacio Quiroga.
Don't kill them for being stray and the City Hall must create a place to protect them, a municipal shelter for animals!
